Misri in Tianjin stresses SCO must focus on counter terror.

Foreign Secretary Vikram Misri has reaffirmed India’s position that the fight against terrorism should remain a key priority of the Shanghai Cooperation Organisation (SCO).

Speaking at the SCO-Plus meeting in Tianjin on 1 September, Misri underlined the importance of coordinated efforts against terrorism and reiterated India’s readiness to share its expertise and initiatives for sustainable development with SCO partners.

“Foreign Secretary Vikram Misri attended and delivered his remarks at the SCO Plus Meeting in Tianjin on 1 Sept 2025. He stressed on the need for UN reform, reaffirmed that fight against terrorism should remain an important priority of the SCO and highlighted India’s readiness to share its expertise and initiatives for sustainable development with the SCO partners,” Ministry of External Affairs spokesperson Randhir Jaiswal posted on X on Tuesday.

The Foreign Secretary’s remarks echoed those of Prime Minister Narendra Modi, who addressed the 25th Meeting of the SCO Council of Heads of State in Tianjin on Monday.

Modi had called for decisive and coordinated action against terror financing and radicalisation, stressing that peace, security and stability are essential for progress and prosperity.

The Prime Minister said India seeks to advance cooperation within the SCO framework under three pillars — Security, Connectivity and Opportunity.

Thanking member countries for their support following the Pahalgam terror attack, Modi insisted there should be no double standards in dealing with terrorism and urged the grouping to hold accountable those who perpetrate or support cross-border terrorism.

Modi also underlined the role of connectivity in fostering growth and trust, highlighting India’s strong backing for projects such as the Chabahar Port and the International North-South Transport Corridor.

The Tianjin Summit featured discussions on the SCO’s development strategy, reform of global governance, counter-terrorism, regional security, economic and financial cooperation, and sustainable development.

The SCO is a permanent intergovernmental organisation established in Shanghai on 15 June 2001. Its members include China, Russia, India, Kazakhstan, Kyrgyzstan, Tajikistan, Pakistan, Uzbekistan, Iran and Belarus.

Afghanistan and Mongolia hold observer status, while 14 countries, including Turkey, Saudi Arabia, Egypt, Nepal, and the United Arab Emirates, are dialogue partners.
