The Delhi government is set to mark the Hindu New Year, Vikram Samvat 2082, with a cultural programme at the Delhi Assembly on March 30.
The event will feature a performance by renowned musician Kailash Kher and is expected to attract a large audience from across the city.
Delhi Assembly Speaker Vijender Gupta announced that the entire Assembly will be decorated for the occasion. He highlighted that this is the first time the Hindu New Year is being officially celebrated in the Assembly, with plans to establish it as an annual tradition.
During the Assembly session, Speaker Gupta also addressed procedural matters regarding questions related to reserved subjects. He clarified that under Article 239AA, it is the subjects that are reserved, not entire departments.
The Speaker affirmed that he holds the authority to determine the admissibility of questions under the Assembly’s rules.
He stated that matters related to the Home and Land & Building Departments, which are not reserved, would continue to be addressed. Additionally, questions concerning ‘services’ will be admitted in line with a Supreme Court ruling that it is not a reserved subject.
The Hindu New Year, Vikram Samvat, follows a solar calendar incorporating lunar months.
It is traditionally considered to have been started by King Vikramaditya of Ujjain in 57 BC, though historical records suggest its use began around the 9th century.
The new year in this calendar begins with the month of Chaitra, making March 30 a significant date for cultural and religious observances.
