Following the completion of the first phase of a special, intensive revision of the voters' list in the state that is scheduled to hold elections, the Election Commission of India released the draft electoral roll for the Bihar elections on Friday.

Bihar had 7.93 crore registered voters prior to the rigorous enumeration process. Of these, 7.24 crore voters filed their enumeration forms during the first phase of SIR, according to a statement released by the Commission on July 25.
EC's official data states that 7 lakh voters have registered in multiple locations, 35 lakh have "permanently migrated or gone untraceable," and another 22 lakh are reportedly dead.
Controversy around the enumeration exercise-
The enumeration exercise has been fiercely opposed by the INDIA bloc, which has accused the EC of being carried out to aid the Bharatiya Janata Party in the impending Bihar polls.

As per the opposition's claims, more than 60 lakh voters would no longer be able to cast ballots or lose their voting rights.
What is the electoral roll?
Before state assembly elections, the Election Commission of India (ECI) creates a preliminary list of eligible voters known as the draft electoral roll.
In order to guarantee that the voter list is correct and current, it is assembled as part of the Special Intensive Revision (SIR) process, which includes all eligible voters and eliminates those who are ineligible, such as those who have passed away, are duplicates, or cannot be located. After a month-long SIR process that started on June 24, 2025, the draft electoral roll for Bihar's 2025 assembly elections was released on August 1, 2025.
