The Congress on Thursday raised pointed questions ahead of Prime Minister Narendra Modi’s scheduled visit to Jammu and Kashmir, contending that the perpetrators of the April 22 Pahalgam terror attack have yet to be brought to justice.
In a post on X, Congress general secretary in-charge communications Jairam Ramesh said, “Surely he is aware that the terrorists directly responsible for the brutal terrorist attacks at Pahalgam on April 22nd have still not been brought to justice.”
He added, “And according to some reports that have not been denied, these very terrorists were also involved in the terror attacks in Poonch in Dec 2023 and in Gagangir and Gulmarg in Oct 2024.”

Ramesh’s remarks come on the eve of the Prime Minister’s high-profile visit to Katra, where Modi is set to inaugurate multiple development projects worth over ₹46,000 crore. The visit will include the unveiling of the world’s highest railway arch bridge — the Chenab Bridge — and the flagging off of Vande Bharat trains between Katra and Srinagar.
A statement issued by the Prime Minister’s Office confirmed that Modi will also dedicate the Anji Bridge, India’s first cable-stayed railway bridge, constructed to serve strategic connectivity across difficult Himalayan terrain.
Among the other initiatives is the formal launch of the Udhampur-Srinagar-Baramulla Rail Link (USBRL) project, a 272-kilometre-long engineering feat aimed at integrating Jammu and Kashmir more fully with the national rail network.
The Congress party has consistently maintained that while infrastructure progress is welcome, the government must not lose focus on justice for the victims of terrorist atrocities. Last month, Ramesh referred to reports linking the Pahalgam assailants to prior attacks across Jammu and Kashmir, urging a detailed clarification from the Centre.
