Prime Minister Narendra Modi will preside over the fourth National Conference of Chief Secretaries in New Delhi on 14th and 15th December 2024.

This significant gathering aims to enhance the collaborative efforts between the Centre and State Governments, reinforcing the spirit of cooperative federalism for accelerated development.

The conference, which has been held annually since its inception in 2022, will bring together Chief Secretaries, senior officials from all States and Union Territories, domain experts, and representatives from various ministries and departments.

Over three days, from 13th to 15th December, the conference will focus on crafting a cohesive development blueprint and fostering stronger partnerships to achieve shared goals.

This year’s overarching theme is ‘Promoting Entrepreneurship, Employment & Skilling – Leveraging the Demographic Dividend’.

This aligns with the Prime Minister’s vision to harness India’s demographic potential by encouraging entrepreneurship, advancing skill development, and creating sustainable employment opportunities across rural and urban regions.

Key discussions will revolve around areas such as Manufacturing, Services, Rural Non-farm employment, Urban growth, Renewable Energy, and Circular Economy. These sectors are pivotal to India’s economic trajectory and will receive detailed attention during the deliberations.

Special sessions are planned to explore critical aspects of national growth, including Frontier Technology for Viksit Bharat, Developing Cities as Economic Growth Hubs, Economic Reforms in States to attract investment, and Capacity Building through Mission Karmayogi.

These sessions aim to provide actionable insights and foster innovative approaches to development.

In addition to formal sessions, informal discussions over meals will address vital topics like Atmanirbharata in Agriculture with a focus on edible oils and pulses, strategies for a care economy catering to the ageing population, the implementation of the PM Surya Ghar Muft Bijli Yojana, and the promotion of Bharatiya Gyan Parampara.

To encourage cross-learning, the conference will feature presentations of best practices from States and Union Territories under each of the identified themes. This platform will enable knowledge sharing and the replication of successful strategies across regions.

The National Conference of Chief Secretaries was launched in 2022 with the first edition held in Dharamshala. Subsequent editions took place in New Delhi in January 2023 and December 2023.

These annual conferences aim to strengthen coordination between the Centre and States and build a unified roadmap for India’s development.
