Bihar now a 'university of crime' under Nitish: Congress

Congress leaders, citing NCRB data, claim that crimes against women, children, and other heinous offenses have surged under CM Nitish Kumar's and the BJP's rule.

The Congress party has launched a strong attack on the Nitish Kumar-led National Democratic Alliance (NDA) government in Bihar, accusing it of failing to maintain law and order in the state. Following similar criticism from the Rashtriya Janata Dal (RJD), Congress leaders claimed that even police officials were no longer safe under the current regime. 


The party’s national spokesperson and former IPS officer Ajoy Kumar alleged that crimes against women, children, and other heinous offenses had surged dramatically under the leadership of Chief Minister Nitish Kumar and the Bharatiya Janata Party (BJP). He went on to describe Bihar as a "university of crime," where Dalits and tribal communities were living in constant fear.


Citing data from the National Crime Records Bureau (NCRB), Ajoy Kumar said that murder, rape, gang rape, and kidnapping had become alarmingly frequent, with crime rates increasing by 323 per cent.

He pointed out that in 2005, Bihar recorded a total of 1,07,664 crimes annually, a figure that had soared to 3,47,835 by 2022. On average, the state now witnesses 953 crimes per day, including eight murders, 33 kidnappings, 136 heinous crimes, 55 crimes against women, 28 cases of women being kidnapped, over two rapes, and 17 cases of child abduction.


The Congress leader further alleged that Bihar, which was once known for its rich cultural and intellectual heritage, had now been reduced to a hotbed of violence, where criminal activities like murder, kidnapping, and gang wars had become routine. 


He criticized the state government for protecting criminals, arguing that the fear of law enforcement had disappeared. He also claimed that atrocities against Dalits and Mahadalits were on the rise, placing Bihar second only to Uttar Pradesh in terms of crimes against Scheduled Castes and Scheduled Tribes.

He stated that more than 4,000 minor girls were being kidnapped and forcibly married in Bihar and that the state ranked second in murder cases nationwide, again trailing only Uttar Pradesh. Over Nitish Kumar's 17-year tenure as chief minister, he alleged, 53,150 people had been brutally killed.


Accusing the ruling JD(U)-BJP alliance of fostering a regime controlled by goons and mafias, Ajoy Kumar said that Bihar had become a land soaked in blood. 


He cited harrowing examples of crimes, including the kidnapping and brutal murder of a young Dalit girl who was taken from her home while sleeping with her family, and an elderly woman who was gang-raped and beheaded. He also pointed to escalating gang wars, particularly in districts like Patna and Begusarai, which he claimed had left the state gripped by fear.


Congress leader Rajesh Kumar echoed these sentiments, asserting that Dalits in Bihar were facing relentless oppression under Nitish Kumar's rule. He alleged that crimes against Dalits, Scheduled Castes, Scheduled Tribes, women, and children had risen significantly in BJP-ruled states, with offenses such as murder, kidnapping, and attempted murder becoming commonplace. 


He went on to claim that criminals operated freely under the protection of the state government, continuing their reign of terror while the administration either remained silent or actively shielded them.
