The Delhi government has announced a comprehensive Winter Action Plan to control pollution during the winter season, with precautionary measures scheduled to remain in force from November 1 to February 28 under the leadership of Chief Minister Rekha Gupta.
The measures include the implementation of a ‘No PUC, No Fuel’ policy, restrictions on the entry of vehicles from outside Delhi that do not meet BS-VI emission standards, tighter controls on construction and demolition activities, and artificial intelligence-based monitoring of construction sites.
Vehicles below BS-VI standards will be barred from entering Delhi from November 1 to January 31. Vehicles without a valid Pollution Under Control Certificate (PUCC) will also be denied fuel under the proposed policy.
The plan also provides for staggered office timings and a 50 per cent work-from-home arrangement. Construction-related activities will face restrictions as part of the steps to reduce dust and other emissions during the winter months.
The government said it would promote cleaner mobility by strengthening public transport, including electric buses and the Metro, while improving last-mile connectivity. Residents will also be encouraged to use carpooling.
Chief Minister Gupta appealed to people to participate in efforts to address the pollution crisis through a video message posted on X. She said the government had prepared the plan after public demands last year for the strictest possible action and had decided in advance which measures would be followed throughout the winter period.
Gupta said electric buses had been made available, Metro routes had been extended and work was underway to improve last-mile connectivity. She also called for collective responsibility in tackling the problem, saying, “Our Delhi, our responsibility.”
The Chief Minister said timely and stringent action was being taken to deal with winter pollution and stressed that public participation would be essential for improving air quality in the national capital.
