In a significant push toward technology-driven policing, the Assam Police has secured recognition as an Offline Verification Seeking Entity (OVSE) from the Unique Identification Authority of India. With this, Assam becomes the first state in the Northeast — and only the third in the country — where the police force has received this status.
Announcing the development, Chief Minister Himanta Biswa Sarma described the OVSE registration as a major milestone in strengthening efficient, secure, and citizen-centric policing. He said the move reflects Assam’s ongoing emphasis on digital governance and modern law enforcement practices.
Under the new system, police personnel will be able to verify identities by scanning the digitally secured QR code on an Aadhaar card without requiring internet connectivity. The offline authentication feature is expected to significantly improve field operations, particularly in remote and network-deficient areas.
Officials said the system would be especially useful in Assam’s hill districts, char areas, border villages, and other difficult terrains where connectivity issues often hamper real-time verification. The Aadhaar QR code carries a UIDAI-issued, digitally signed and tamper-proof security feature, making it harder to use forged or altered identity documents.
The offline verification mechanism is also set to enhance on-ground policing by enabling patrol teams to authenticate identities instantly, reducing delays caused by dependence on mobile networks. Authorities believe this will help curb the use of fake Aadhaar cards while ensuring faster verification during field operations.
In addition to security benefits, the system is expected to streamline routine police procedures such as tenant verification, issuance of character certificates, passport verification, and arms licence checks, making them quicker and more efficient.
Officials noted that the OVSE status places Assam Police among a select group of law enforcement agencies in the country leveraging advanced identity authentication systems. With the UIDAI registration now in place, the state aims to deliver faster, more reliable, and more accessible policing services, particularly in connectivity-challenged regions.
