The Budget Session of the Haryana Vidhan Sabha commenced on Friday, with Governor Bandaru Dattatraya addressing the House.
In his opening remarks, he reaffirmed the state's commitment to securing its rightful share of water from the Ravi-Beas rivers and completing the long-pending Sutlej-Yamuna Link (SYL) Canal. He emphasised that persistent efforts were underway to achieve this objective.
Water security initiatives
The Governor detailed the state government’s proactive measures to ensure a stable water supply. He highlighted the ongoing construction of the Renuka, Kishau, and Lakhwar Vyasi dams in the upper reaches of the Yamuna River. Once completed, these projects will supply Haryana with 47.81% of the total stored water.
Additionally, he noted that a Memorandum of Understanding (MoU) had been signed with the Himachal Pradesh government for the construction of the Adi Badri Dam, which is expected to be completed by June 2027.
Farmers’ welfare and MSP procurement
Reiterating the state’s dedication to farmers' welfare, the Governor stated that Haryana remains the only state in India where all 24 crops are procured at the Minimum Support Price (MSP). The government has also abolished the British-era ‘Abiyana’ practice, which imposed water cess on farmers.
Furthermore, over the last nine crop seasons, Rs 1,25,000 crore has been directly transferred into the bank accounts of 12 lakh farmers through the e-Kharid portal for MSP-based procurement.

Maha Kumbh and cultural unity
Governor Dattatraya underscored the significance of the recently held Maha Kumbh in Prayagraj, describing it as a testament to India’s cultural unity and strength. He emphasised that India’s Constitution ensures equal rights for all citizens and that the world witnessed the nation's deep-rooted cultural harmony during the grand event.
He also mentioned the Mukhyamantri Teerth Yatra Yojana, launched in December 2023, which enabled elderly individuals from economically weaker sections to visit Ayodhya and bathe in the holy Sangam during the Maha Kumbh.
Additionally, under the Happy Yojana, 11.64 lakh people from Haryana have traveled a total of 42.14 crore kilometers free of cost since December 2023.
Social welfare and law & order
The Governor highlighted the Deendayal Upadhyaya Antyodaya Parivar Suraksha Yojana, under which Rs 840.90 crore has been provided as financial assistance to 22,585 underprivileged families affected by the accidental death or disability of a family member.
On the law and order front, he asserted that Haryana remains peaceful, with communal harmony prevailing. In 2024, the state registered 1,11,397 criminal cases, marking a 12.7% decline (16,216 fewer cases) compared to the previous year.
The address set the tone for the Budget Session, with a strong focus on water security, farmer-centric policies, cultural unity, and welfare measures aimed at uplifting the underprivileged sections of society.
