The final electoral roll for the 1,200 local bodies in Kerala contains 28,312,472 voters, announced the State Election Commission (SEC). The list was compiled based on polling stations in newly formed wards following the recent delimitation process. Compared to the draft list, there has been an increase of more than 1.6 million voters.
The electoral roll includes 13,352,951 men, 14,959,245 women, and 276 transgender people. It covers all individuals who turned 18 on or before January 1, 2025.
In addition, 2,087 overseas voters have been registered. The final roll covers 17,337 wards across 941 grama panchayats, 3,240 wards in 87 municipalities and 421 wards in six corporations across the state. Applications were received till August 12 to make changes or entries in the list after the draft roll was published.
The draft list, released on July 23, had 26,678,256 voters. During the revision period, the Commission received 2,981,310 new applications for inclusion, 13,859 requests for corrections, 180,789 applications to transfer to a different ward or polling station, and 488,024 objections to have names removed.
In comparison, the final voters’ list for the 2020 local body elections had 27,656,910 electors, comprising 13,172,755 men, 14,483,915 women, and 240 transgender people. At that time, 2,162 names were on the overseas voters’ list.
The SEC had conducted two summary revisions and ward-level revisions before publishing the draft voters' list in July. The 2023 summary revision removed 876,879 ineligible names, including those of deceased individuals, people who had moved house, or those with duplicate entries, and added 57,460 new eligible voters. The 2024 revision further removed 452,951 ineligible entries and added 268,907 valid voters.
Following the recent ward redrawing, existing voter lists were reorganised to match the new ward structure. The Election Commission had given authorisation for Electoral Registration Officers (EROs) to proactively correct any clerical errors that may have led to a voter’s ward or polling station being changed.
