Breaking his silence, West Bengal Governor, CV Anand Bose, on Monday has finally spoken out regarding the shocking gang rape of a student at South Kolkata’s Kasba Law College, expressing grave concern over the incident and calling for swift action by law enforcement authorities. "The law is above all," said Bose stressing the importance of upholding justice and maintaining the sanctity of educational institutions. He warned that such spaces must not turn into havens for anti-social elements.
The Governor has been closely monitoring developments since the incident came to light, though he had refrained from public comment until now. In a formal notification issued by the Raj Bhavan, he confirmed that he is in regular contact with the Vice-Chancellor of Calcutta University to ensure decisive action is taken.
As per the Raj Bhavan statement, Bose has instructed the Vice-Chancellor to implement strict rules and regulations across all colleges under Calcutta University. "The collective responsibility of college authorities and students is to uphold the dignity of educational institutions," said the Governor, adding that urgent steps must be taken to prevent further deterioration of campus discipline.

The notification further said that education should not be viewed only as a means of employment, but also as a foundational force for civilisational values such as tolerance, respect and responsible behaviour. The Governor described education as "the birthplace of civilisation and a path to mental intelligence and problem-solving."
Recalling Bengal’s historic role in the Indian Renaissance and its contributions to movements for justice and freedom, Bose remarked, "No one, regardless of their influence, can be permitted to exercise unchecked power in educational spaces. The rules apply to everyone equally. No external force can override duly constituted administrative procedures."
Quoting British historian Thomas Fuller, the Governor said, "You will never be able to rise so high. The law will be above you." He requested students to continue their academic pursuits fearlessly.
Bose concluded by directing a speedy and impartial investigation into the incident and reiterated his commitment to upholding law, order and justice within the state's educational institutions.
