Punjab Chief Minister Bhagwant Singh Mann met Governor Gulab Chand Kataria on Wednesday and recommended 10-day parole for Jagtar Singh Hawara on humanitarian grounds. The request comes amid concerns over the health of Hawara’s elderly mother.
Hawara is serving a life sentence for his role in the 1995 assassination of then Punjab Chief Minister Beant Singh.
Speaking to reporters after the meeting, Mann said the parole request was made so Hawara could meet his mother, who has not seen him for more than three decades.
“A request was recently made to grant Jagtar Singh Hawara parole on humanitarian grounds as his mother is unwell. She has wanted to meet her son after 31 years,” Mann said.
The Chief Minister said the case is being dealt with in the Union Territory, making the Governor’s role important in forwarding the request to the Centre.
“I met the Governor today because the case is being heard in the UT. The Governor has an important role and the matter will be sent to the Centre. The final decision will be taken by the Centre, but we have sought 10-day parole,” Mann said.
Mann also said the state government had given an assurance that the parole would not create any law-and-order or security concerns.
“We have assured the Governor that the situation will remain peaceful and there will be no disturbance to the public order,” the Chief Minister said.
According to Mann, the Governor has responded positively to the request and assured him that the process would be expedited. “The Governor has said he will speak to the Union Home Secretary today to complete the required formalities. Hawara should get relief soon. The Punjab government will provide all documents needed from its side,” Mann said.
Earlier, on August 9, Mann had written to Governor Gulab Chand Kataria seeking parole for Hawara.
In his letter, Mann referred to Hawara’s mother’s age-related health problems. He also mentioned that Hawara had approached the Punjab and Haryana High Court through CRWP No. 3868/2026, seeking parole and that the court had directed the authorities to consider his request.
Mann said the parole should be granted on humanitarian grounds and requested that Hawara be allowed 10 days of parole at the earliest.
