The National Investigation Agency (NIA) has filed a chargesheet against four operatives of the Babbar Khalsa International (BKI) terrorist organization in connection with the 2024 Chandigarh grenade attack case, officials announced on Sunday.
The chargesheet, submitted before the Special NIA Court in Chandigarh, names Pakistan-based designated terrorist Harwinder Singh Sandhu, also known as Rinda, and US-based operative Harpreet Singh, also known as Happy Passia, as the masterminds behind the attack.
According to the NIA, these two individuals orchestrated the conspiracy by providing logistical support, funds, weapons, and ammunition to local operatives in Chandigarh to execute the attack.
The attack, which took place in September 2024, was intended to target a retired officer of the Punjab Police. However, investigations revealed that the assailants mistakenly assumed the officer was the occupant of the house they attacked.
Rinda and Happy Passia were instrumental in recruiting and instructing local operatives Rohan Masih and Vishal Masih, who were responsible for executing the attack. The duo conducted reconnaissance missions before carrying out the grenade attack under direct orders from their handlers.

The NIA stated that the accused have been charged under multiple sections of the Unlawful Activities (Prevention) Act (UAPA), the Explosive Substances Act, and other relevant laws for their involvement in the planning and execution of the attack.
The agency is continuing its investigation to identify and apprehend other members of the BKI network operating in India. Authorities are also working to dismantle the group's infrastructure and prevent further acts of terror.
In a related development, CCTV footage from March 14 captured two masked men on a motorcycle hurling an explosive device at Thakurdwara Temple in Khandwala, Amritsar. Security agencies suspect this incident may be linked to the broader activities of BKI operatives in the region.
The NIA remains committed to tracking down all individuals associated with the attack and ensuring justice is served.
