Punjab rolls out 'easy registration' for properties

In a move aimed at streamlining property transactions and eliminating corruption, Punjab Chief Minister Bhagwant Mann and Aam Aadmi Party (AAP) national convener Arvind Kejriwal on Monday launched the ‘Easy Registration’ system in Mohali. The initiative seeks to make property registration simpler, more transparent, and accessible to all citizens, without the need to navigate through middlemen or bureaucratic red tape.

 

Describing the move as a "revolutionary step," CM Mann said the new system would free citizens from the long-standing hassles associated with property registration. “People will no longer have to run from office to office or deal with agents and middlemen. Everything — from document submission to final registration — will now be available digitally, on your phone, in a fast, clear, and transparent manner,” Mann stated.

 

Under the new system, citizens will be able to register their properties at any sub-registrar office within the district, regardless of where the property is located. This provides greater convenience and flexibility, particularly for people in remote areas or with limited mobility.

 

The initiative is further strengthened by integration with the ‘Seva Sahayak’ doorstep services available via the 1076 helpline, making it easier for rural households, senior citizens, working professionals, and differently-abled individuals to access registration services without visiting government offices.

 

Mann said key features of the system is real-time tracking and notifications through WhatsApp. From document submission to approval, payment, and appointment scheduling, citizens will receive status updates at each stage of the process. This ensures transparency and helps applicants stay informed without needing to follow up repeatedly.

 

With a 48-hour pre-scrutiny guarantee, the system aims to eliminate long queues and reduce unnecessary office visits, the CM added.

 

The platform includes an online consolidated payment gateway that allows citizens to pay all fees — including stamp duty and registration charges — in one digital transaction. This removes the need to visit banks or prepare demand drafts, reducing security risks and saving time.

 

Mann said accountability of the officers has been fixed and a proper mechanism of checks and balances has been introduced. This will prevent corruption and if someone causes an unfair delay in property registration, strict action will be taken, Mann said.

 

A significant component of the reform is the ‘draft my deed' tool, which enables citizens to draft their own property deeds without relying on costly private deed writers. Affordable assistance is also available at Sewa Kendras and through trained ‘Seva Sahayaks’, promoting self-reliance and reducing dependency on intermediaries.

 

“This initiative reduces the financial burden on citizens and empowers them to manage their own transactions. It’s a step towards greater transparency, efficiency, and accountability,” Mann said.

 

Mann emphasised that strict accountability has been embedded into the system. Any objections raised by sub-registrars will be instantly visible to citizens and will be tracked by senior officers such as deputy commissioners to ensure timely redressal and prevent undue delays.

 

“If any official is found causing deliberate delays in processing registrations, strict action will be taken,” he warned. Mann also acknowledged the entrenched nature of corruption in tehsils, stating that while the network was "deep-rooted and complex," this digital reform marks a decisive step toward its eradication.

 

This idea works on the dictum of 'Your Property, Your Convenience' and enables an individual to get his registration done at the closest and fastest office. It has been successfully started from Mohali and will be replicated across the state in the coming days, Mann said.

 

The mechanism of this system across the state will be introduced by July 15. From July 15 to August 1, the trial of this system will be conducted in every district of the state. The final statewide launch is scheduled for August 1.
