Sikkim has become the first state in India to implement a paperless judiciary, Chief Minister Prem Singh Tamang announced on Friday at a conclave on technology and judicial education held in Gangtok.
Speaking at the event at Chintan Bhawan, Tamang described the transition as a major step towards a faster, more transparent and technology-driven justice delivery system.
The conclave was attended by senior members of the judiciary from India and abroad, including Chief Justice of India Surya Kant, Chief Justice of the Supreme Court of Seychelles Rony James Govinden, former Chief Justice of Sikkim High Court and Supreme Court judge Justice Jitendra Kumar Maheswari, and Sri Lanka Supreme Court judge Justice Mohammad Dhilip Nawaz Abdul Hameed, along with Chief Justices and judges from various High Courts.
Tamang said the presence of leading judicial figures reflects a shared commitment to strengthening justice delivery mechanisms and underlines Sikkim’s growing role in judicial reforms.
He noted that the development assumes added significance as the state marks 50 years of statehood, aligning with broader national efforts towards modernisation.

The Chief Minister emphasised that the integration of technology, including e-filing systems and digital case management, will enhance efficiency, accessibility and inclusiveness within the judicial system.
He said the initiative would reduce delays, streamline procedures and ensure greater transparency in legal processes.
Tamang added that such reforms are in line with the vision of “Viksit Bharat 2047”, which envisages a modern and technology-enabled judiciary supporting fairness, accountability and sustainable development.
The conclave is expected to deliberate on advancing judicial education and strengthening digital infrastructure across courts, with a focus on adopting best practices and emerging technologies.
Officials said the move towards a paperless judiciary is part of a broader push to digitise governance systems and improve service delivery across sectors.
