Stricter rules at India-Myanmar border: Pass now mandatory in Mizoram

The India-Myanmar border in Mizoram is now regulated under new MHA guidelines, requiring residents of both countries living within a 10-kilometre radius to secure a seven-day border pass. Issuance involves biometric data, identity verification, and mandatory medical and security checks.

Security has been intensified along the 510-km Mizoram-Myanmar border, and the movement of residents within 10 kilometres of the unfenced international boundary is now strictly regulated following directives from the Union Government.

 

The new measures require individuals from both nations residing within 10 kilometres of the border to possess a valid border pass for crossing, an official disclosed on Saturday.

 

These passes, allowing a stay of up to seven days, are issued to citizens of both India and Myanmar upon presenting proof of residence within the specified territorial limit.

 

“This initiative was implemented by the state police, Assam Rifles, and health officials at various entry and exit points starting 31 December, based on the new guidelines issued by the Ministry of Home Affairs (MHA),” the official stated.

 

The border spans six Mizoram districts—Champhai, Siaha, Lawngtlai, Hnahthial, Saitual, and Serchhip—adjoining Myanmar's Chin State.

 

A public notice issued by the Champhai district police emphasised that residents crossing the border at Zokhawthar and Hnahlan points must present identity proof or certificates issued by authorised officials, such as police officers-in-charge or village administrators.

 

These identity documents are valid for one year, while the border pass remains effective for seven days.

 

The notice also stipulated that border passes should be returned at the issuing crossing point within seven days. Crossing points will operate between 6 a.m. and 3:30 p.m. from Monday to Saturday.

 

Notably, border passes will be granted to individual adults, while minors must be accompanied by their parents.

 

A single pass can include details of up to three children, with additional passes required for families exceeding this number.

Implementation process

The process of issuing border passes involves state police, the Assam Rifles, and medical officers.

 

Individuals crossing the border must report at designated points, complete a form, and undergo document inspection by the Assam Rifles, followed by security and health checks conducted by the police and health officials.

 

“All forms will be uploaded onto the Indo-Myanmar Border portal, with biometrics recorded and border passes issued, featuring applicants’ photographs and QR codes,” the official elaborated.

 

The measures stem from the MHA’s revised protocol, issued on 24 December, reducing the Free Movement Regime (FMR) range from 16 km to 10 km.

 

While Union Home Minister Amit Shah announced last February that the FMR would be entirely scrapped, an official notification is still pending.

 

The guidelines also mandate physical verification of Myanmar nationals during their stay in India, with legal action against violators of stipulated conditions.
