Telangana passes resolution for transparent delimitation

It urged that the delimitation exercise be conducted transparently, with extensive consultations involving state governments, political parties, and all relevant stakeholders.

Telangana Legislative Assembly stressed that any delimitation process must be fair and inclusive, ensuring the participation of all concerned groups.


The Telangana Legislative Assembly has passed a resolution expressing deep concern over the upcoming delimitation exercise. The resolution highlights the lack of transparent consultations with key stakeholders and calls for a fair, inclusive process.

 

The resolution was moved by Chief Minister A Revanth Reddy.

 

It urged that the delimitation exercise be conducted transparently, with extensive consultations involving state governments, political parties, and all relevant stakeholders. The resolution emphasised the importance of ensuring just representation for all parties involved.

 

The resolution stated, "This House expresses its deep concern on the manner in which the impending delimitation exercise is being planned, without any transparent consultations with the stakeholders."

 

It stressed that any delimitation process must be fair and inclusive, ensuring the participation of all concerned groups.

A key point raised was that states which have successfully implemented population control measures should not suffer a reduction in representation. These states have seen their population share decrease, and the resolution argued that this should not result in a loss of seats. "The states which have effectively implemented the population control program pushed by the Centre, and consequently whose population share has come down, should not be penalised and hence, population should not be the sole yardstick for delimitation," the resolution stated.

 

The resolution also pointed out that the intent behind the 42nd, 84th, and 87th constitutional amendments, aimed at national population stabilisation, has yet to be fully realised. As an alternative, the resolution suggested that while the number of parliamentary seats should remain frozen, the boundaries of constituencies could be redrawn to improve representation for Scheduled Castes (SC), Scheduled Tribes (ST), and women.

 

"Hence, while continuing with the freeze on the number of Parliamentary seats, taking State as a unit, redrawing the boundaries of Parliamentary constituencies can be taken up, duly augmenting the SC and ST seats as per the latest population and also providing for reservation for women," the resolution proposed.

 

Additionally, the Telangana Legislative Assembly called for an increase in the number of seats in the State Assembly from 119 to 153, in line with the Andhra Pradesh Reorganisation Act of 2014 and the latest census data. The resolution urged the Union Government to introduce the necessary constitutional amendments to facilitate this change.
